My new laser printer toner cartridge is not working?

I just got the cartridge out of the box, placed it into the Printer, it still prints blank pages, (blank with some black lines in it) the cartridge is brand new and definitely matches the Printer Model, it's a Q2612A for HP 1020 any help ?

1. look at the packaging and see if there is a tape or tab you need to remove from the cartridge
2. Two things come to mind: Sometimes new laser toner cartridges come with a little piece of foil over the hole that toner comes out of. A bunch of laser printers have a little pin that punctures this hole, but some don't. If that isnt it and a good shaking doesnt do it (making sure not to get toner everywhere by plugging the hole) , it might be a faulty cartridge
