Why doesn't my HP 90W Air/Auto/AC Combo Adapter charge my laptop in my car...?

1. Without looking, my theory is that the car outlet doesn't supply enough power to do anything beyond running the laptop, and I'm sure it's just doing the bare minimum at that.
