could i use a 'DELL 250w power supply HP-P2507F3CP' with a gateway desktop?

1. Maybe? That would depend on if the screw holes line up so you can put it in the case. That isn't much "power" for a power supply.
2. Why would you want to? You can get a CoolerMaster 420watt standard ATX power supply for $35 from newegg. A 250watt PS won't run much these days, you'll probably just set your system on fire with it. Christ, 250w is what I had in my old 386DX-20 back in the early 90s!
3. Most power supplies will fit it. However, 250 WATT...Why would you use something so low. I bought a 600 Watt power supply for 50 bucks.
