Compact, cheap, digital cameras, where YOU control focus?

I need a small digital camera that is 450$ or under but I want to be able to change the focus. If anyone knows please tell me..

1. i have the perfect camera for my mom and it was only 250$ but it does everything a 800$ camera will do and i got it from wal-mart but i saw the same one a best buy
