"Best" and "cheapest" are on opposite ends of the spectrum. When your go near one, go away from the other. You can't have your cake and eat it too.
If you want cheap to operate, any laser will do. I like the Brother HL-2140 and HL-5240 For HP, I like the P2014 the best. The P1005 and P1006 are more costly to operate
