can you have a moving desktop background if you have an HP computer?

my friend has a mac laptop and she has a moving background and i was wondering if you can have one with an hp laptop. and if you can how?

1. There might be something that does that. It's not because it's HP, but because it runs Windows. OS X has the ability to use moving backgrounds by default.
2. yeah, i've had one before. you have to use a gif file or another moving picture type file (not sure what the file names are) but i know if they're moving when you see them like on photobucket, you can save it. and then you go to set the background like you normally would, and click "browse" to look through your files for the moving picture. and it will move on your desktop once you set it as the background. good luck! hope i helped.
