What is the best way to get my HP E317 digital camera fixed?

I bought this camera on 11/25/06. It had a 90 day warenty. Now my camera is frezzeing and it will not do anything. The people at Hp told me i would have to pay 89 dollars for a new or refurbished camera. i payed 88 dollars for the camera. This dose not seem right. Is there any one out there who knows what i should do know?
