is there a way to repair the OPC scratched drums for laser printers and photocopiers?

1. No, not without a substantial investment in specialized equipment. The drum has a thin non-conductive film applied to it. Once it gets scratched, there's really no way to repair it other than to replace the drum unit entirely. You'd be much better off to simply buy a remanufactured drum unit and be back up and running within a few minutes.
