I wanted to know which is the best place where you can get cheap HP laptops in Dubai.

2. i think they have an area called internet city or computer city there should be a lot of computer shops there, compare prices and bargain.
3. Looking for good bargain where you can haggle the price, try shops at Al Nasir Square market in Deira or E-max electronic store in Sharjah.
4. Try one of the Supermarkets/Hypermarkets Carrefour. Most malls have specialist Electronics shops.Just be careful of warranties. Not all company's will give a worlwide warranty.
