I have a new HP laptop.When I turn it on I get Two fullscreen pop ups for HP.Popupblocker does not stop them.

The pop -ups do not have a red x .You have to click on the page to you get a page with cancel.What can I do?This is a sale that comes on every time I turn on the computer. The pop-ups are not from the internet.The pop-ups came with the laptop downloaded in.The pop-ups come on before the home page.
